[gdal-dev] [Tiff] libtiff v4.5.0 release candidate available

I'm a couple commits back from head and have no known issues.  I pull
directly via git head and use bazel for building, so I can't comment about
the tar / zip.

Specifically, I'm at

and working on updating my patches to the new formatting.
