I created an RPM some time ago:

If I find the time I could try to package something more recent (feel
free to clone my COPR repo and take over).

This would require more work, i.e. create other COPRs for these dependencies.

As a start, you may pick the respective SPEC files from
- https://src.fedoraproject.org/rpms/gdal/
- https://copr.fedorainfracloud.org/coprs/neteler/openjpeg2/
- https://koji.fedoraproject.org/koji/buildinfo?buildID=563127
- etc.

Best,
Markus
