[gdal-dev] Motion: Add Alessandro Pasotti as GDAL maintainer

Dear PSC,

As a result of our fundraising activity and development of NumFOCUS as a financial conduit, it is my pleasure to put forward a motion to approve Alessandro Pasotti as a contracted GDAL maintainer for the period beginning on November 21st, 2022 and ending November 21st, 2023.

Details of the maintenance tasking and duties can be found at the previously approved RFC 83 https://gdal.org/development/rfc/rfc83_use_of_project_sponsorship.html

The terms of the contract are for a maximum of 250 hours at 110 €/hr.

Alessandro will plan to focus on GDAL tasks that make it easier to developer GUI applications like QGIS (of which he is also a very active contributor). This includes testing, APIs, and driver hardening.
