[gdal-dev] Motion: adopt GDAL 3.5.3RC1 as final 3.5.3 release

Thanks for the quick turnaround!

I have locally updated pkgsrc to 3.5.3rc2, and both gdal-lib and py-gdal
build fine now.

With those, running autotest from gdal release-3.5 branch (tag
v3.5.1RC1), I get a few failures, but I have no reason to think they are
new or super concerning, and should dig into them myself in the
background (while I also flip pkgsrc to cmake).
