[gdal-dev] GDAL 3.8.0 rc1 is available

I have prepared a GDAL/OGR 3.8.0 release candidate.

(small change in it since the initial version I mentioned last week:
there is a new optional dependency: libaec, needed for some GRIB files)

I'll call for a vote promoting it later this week if no serious problems

The "release/3.8" branch has been created for all bug fixes related to 
3.8.x.
master is now targeting 3.9.0dev.
