[gdal-dev] GDAL 3.8.0 rc2 is available

Hi,
I have prepared a 3.8.0 RC2. The changes since RC1 are:
- Python utilities: make gdal_edit, gdal_pansharp, gdal_retile and
ogr_layer_algebra return 0 error code when invoked with --version switch
- Include <cstdint> for uint64_t in cpl_json.h (which broke compilation
of GDAL reverse dependencies with gcc 13)
Pick up an archive among the following ones (by ascending size):
