[gdal-dev] NEWS.md for last release

Hi Javier,

Just a logical consequence of how the release process works. Bug fixes 
releases are done from the release/3.9 branch, so the NEWS.md file for a 
3.9.x release is edited there, and not in master. And we don't forward 
port the changes of the NEWS.md from release/* branches to master. There 
are pros & cons in doing that:
- pros: having the full list of changes of all releases
- cons: having the full list of changes of all releases ! :-)
