[gdal-dev] Changes in conda-forge packaging for GDAL 3.9.1

Hi,

I just wanted to mention recent work done on the GDAL (and PDAL) 
packaging on conda-forge that may impact your use of the packages for 
GDAL >= 3.9.1.

TL;DR version:

- new package libgdal-core with a reduced number of dependencies (and 
thus drivers)

- libgdal is now a meta package that installs libgdal-core and 
libgdal-XXXX driver packages (where XXXX=hdf4, hdf5, netcdf, pdf, pg, 
tiledb, etc.)

- gdal (python bindings + utilities) now depend just on libgdal-core, 
and not libgdal
