[gdal-dev] Changes in conda-forge packaging for GDAL 3.9.1

Continuing this topic...
What should I do if I want to use lightweight version od GDAL
(libgdal-corel) only with JP2 driver. Putting libgdal_-jp2openjpg.dll with
gdal.dll is not sufficient.
