Cross compilation requires a destdir for the target architecture,
already populated with ilbs and includes.  It looks to me like your
cross environment is not set up correctly - and that's in my view out of
scope for gdal-dev.

I would suggest that you first be able to cross compile a number of
programs other than gdal, and then if you can do that and think there's
a cross bug in gdal, report that.
