[gdal-dev] Issue opening RAR archive with non-latin filenames

| VSIARCH: Pathname cannot be converted from UTF-16BE to current locale.

This error message comes directly from "libarchive" that GDAL uses 
underneath for RAR support. You could check with that project. Maybe 
support for that encoding is missing, or there is some compilation 
option to enable support for it.
