[gdal-dev] Updating requirements to C++20 for GDAL 3.13 ?

Now I'm wondering what I put for that one. I don't remember but I'm
sure I wanted that too. Can we just have it all?

More seriously, my slow brain didn't jump to C++ standard and all its
implications discussed here. Fine tuning that question(s) might be
worthwhile for future. Appreciate all the work that goes into
producing and analyzing the survey. That's a huge service to the user
community.
