[gdal-dev] GDAL open flags

Hi gdal-group!

Does GDAL_OF_READONLY / GDAL_OF_UPDATE have any impact on performance,
especially when reading common vector files (shp, gpkg, gml)? There is no
recommendation on this in docs.
