[gdal-dev] ETRS89 issues with PROJ 9.8.0

Hi,
Please read the forwarded email below if you perform ETRS89-related
coordinate transformations.
To mitigate those issues, I've generated Docker images based on the GDAL
v3.12.3 tag reverting to PROJ 9.7.1 (note the -r1 suffix):
* ghcr.io/osgeo/gdal:alpine-small-3.12.3-r1
* ghcr.io/osgeo/gdal:alpine-normal-3.12.3-r1
* ghcr.io/osgeo/gdal:ubuntu-small-3.12.3-r1
* ghcr.io/osgeo/gdal:ubuntu-full-3.12.3-r1
Note that GDAL Docker -latest images use PROJ master (still affected by
those 9.8.0 issues). I don't plan to change that, since it can be useful
to test fixes as they land in PROJ master .
GDAL 3.12.3 (and gdal-master) Conda builds are currently at 9.8.0. Track
https://github.com/conda-forge/gdal-feedstock/issues/1191 for a
potential revert to 9.7.1

Hi,
We're hearing alarm bells coming from various European users related to
transformations between pre-ETRS89 national CRS an ETRS89-based CRS,
caused by significant changes in that area that have been introduced in
the EPSG dataset embedded in PROJ 9.8.0. Namely the creation of
ETRS89-XXX datums where XXX is the ISO code of the country.
https://github.com/OSGeo/PROJ/pull/4736 exposes a few of the issues met,
and a partial workaround, but not covering all cases. Please also report
issues you might hit in that area.
We are working with EPSG to help fix the situation. For people mastering
their supply chain, reverting back to 9.7.1 might be prudent.
