The issues include zip archives of the offending shapefiles. The problem is that geometries read up to and including 3.12.3 as POLYGON are now read as CURVEPOLYGON (one geometry affected in each case). I have not (yet) checked with the latest shapelib -

Nope, side effect of a recent change in 
OGRGeometryFactory::organizePolygons() to better deal with curve 
geometries. I'll look at that
