[gdal-dev] GDAL 3.13.0 build issue on Windows

I am trying to build GDAL 3.13.0 on windows and got error:

rasterio.cpp(3083,13): error C3861: 'CPLHaveRuntimeAVX2': identifier not found
rasterio.cpp(3137,13): error C3861: 'CPLHaveRuntimeAVX2': identifier not found

I could find the definition of CPLHaveRuntimeAVX2. Any suggestions?
