Open Data Licence at http://www.opencontentlawyer.com/open-data/ is  
the one to watch.

If you want more info mail me off-list - there are things happening  
behind the scenes with enormous significance for open geodata  
licensing, and it's important that we don't dilute effort by charging  
off in different directions.
