[Geodata] geodata Licenses

Brian Fitzgerald and others at Queensland University of Technology in 
Australia have been looking into standardising licenses for Australian 
government data on a combination of:
* Creative Commons (for ~ 80% of the data)
* A Creative Commons look alike license which addresses the other 20% of 
data which includes restrictions on the data.

I suggest to check to see what they have been doing.
