[geomoose-psc] Trac notifications?

I think python (or ruby or potentially node.js) would be much better. But
also that we should decouple them a bit from the JS and from MapServer
rather than make a direct port.
For instance, I'd like GeoMoose to be able to work against GeoServer or
anything that produces valid WMS/WFS-T. I think this means moving some
more from the services into JS and making the remaining of the services
more data source agnostic.
