[geomoose-psc] Matrix room setup (and bridge to IRC room)

Hi PSC,

I created a new "GeoMoose" room on Matrix, and with the help of @strk we 
created a bridge to our old #geomoose IRC room - this means that devs 
can connect with the many matrix clients (see long list at 
https://matrix.org/ecosystem/clients/ ) and chat seamlessly with those 
on IRC, in the same room.

Here are the connection details:

Matrix
   Server:
     matrix.osgeo.org
   Channel:
     #geomoose:osgeo.org

IRC
   Server:
     irc.libera.chat
   Channel:
     #geomoose

For our PSC meetings, this means that devs can connect from many 
platforms, and we also get the benefit of logs ( 
https://view.matrix.org/alias/%23geomoose:osgeo.org )
