[geomoose-psc] Modernizing GeoMoose UX

I think it's entirely fair to not introduce too much in the way of
administrative thrash. Having to port site.css a lot seems like it would be
a total pain. I tend to work with the LESS files and have tried to keep the
selectors more-or-less stable over the years. But the original commits on
the CSS/LESS go back to 2016 and there's a lot more power in vanilla CSS
(ala variables and functions) than there was back-in-the-day.

I think it would be nice to (in a separate version to what we've got in
main) look to hang our hat on a more current design language with a
formalized human interface guideline. (I'm GNOME biased but understand that
reasonable people can disagree.)

I also have some thoughts on moving some of the app.js code back into the
library for things like a collapse-control and possibly a few others. I'll
RFC those ideas some time soon.
