[Geomoose-users] MAXSCALE / MINSCALE in mapbook not applicable mapfile layers?

This is actually a multifaceted problem that I've been giving some thought to.

It is correct that in the status quo all the minscale/maxscale settings do is change the way the layer is presented in the catalog.  It is also true that MapServer and OpenLayers do not always agree as to what the scale should be.  If I remember correctly OpenLayers assumes 72 DPI and MapServer assumes 75 DPI.

Here's where things get tricky.  GeoMOOSE allows layers to be defined and controlled separately from their originating sources.  At the same time, an individual "layer" is only part of an image, and only an entire image can be shown or hidden programmatically by GeoMOOSE.  This means we could set a minscale/maxscale at the map-source level but not a useful one at the layer level (as defined in the map-source).
