In your mapbook, try putting commas between the values in max_extent and initial_extent.

Do you need the actual shapefiles indicated in the map file?
I can send you a bigger zip, with a single layer "regioni", and the shapefile it maps. Could be a simpler startpoint.
The mapfile
was generated by Qgis, the projection in it is latlong, but the shapefile has a UTM33N projection. So i tried in my other files changing the projection definition as follows:

PROJECTION
	"proj=utm"
	
"zone=33"
	"ellps=WGS84"
	"datum=WGS84"
	"units=m"
	"no_defs"
END

Can you send it as an
attachment? That way I can test it out in my local installation.  When it's in-line the lines are made to be a fixed width and I can't do the proper testing.
