Jim,
Try adding
CONFIG "MS_ERRORFILE" "/ms4w/tmp/ms_tmp/ms_error.txt"
DEBUG 5
Right after "MAP" in your mapfile. It will create an error file in your temp
directory. Often it will indicate exactly what the problem is for example
it might be something dumb like its having trouble finding your
geomoose_globals.map file.

I did the changes that you have listed compared to the GM1.6 I was using. Is
there a difference in the mapbook?
This is what I have to call the raster:
<map-source name="photo_1" type="mapserver">
<file>./lcrws/Photos/photo_1.map</file>
</map-source>
<layer title="Segment 1" src="photo_1" status="off"/>
When I click on the selection box, nothing comes up in the status bar on the
bottom of the page like when you click on one of the layers.

Jim,
You'll need a MapServer executable compiled with the MRSID support, once
that's in place, then you configure the connection to the MRsid format via
the MapFile. Be advised that MRSid files can be lacking in performance vs
other data formats.
