Brent,
I doubt that the WMS server is problem. First, I am using the 2010 Minnesota
air photos from LMIC which in my opinion is quite robust. Next, When using
the same server, and map size on a GeoMOOSE application that does not use
reprojection I have no trouble with printing. Last, I have no issues with
printing when I have mapserver reproject the same wms layer.
The current mapsize that I am using in my print output about 8 by 9. I even
tested using a 1 by 1 map at standard quality. Still no luck.

Mark,
It could be an image size limitation set by the WMS server. What's your
page size?
