Thanks, that worked. I don't know how the back-double-quotes even got
there, I don't know how to type them in either.

Ed,
IE is not very forgiving with HTML that deviates from the spec. I changed
the back-double-quote (") to a forward?-double-quote (") and it rendered
properly.

If you mean the PIN is not being substituted, it needs to be lowercase for a
database column name but uppercase for a shapefile field (a Mapserver
thing). If you mean no text at all is being rendered, likely mapserver
can't find indentify.html ?
