Jim,

   I'm not sure.  Since the buttonbar is showing buttons, your 
mapbook.xml IS being loaded and parsed, so how Geomoose can fail on line 
277 is a mystery to me.

Which version of IE are you using?  Can you try Chrome (or Firefox)?
