These suggestions seem reasonable to me.  It does put a slight burden on a committer to put the RFC into SVN, however, it also provides a slight benefit by having it properly documented rather than free text in email or wiki.  The suggested addition encourages discussion and provides for proper list archiving.

If no one else comments on the suggested changes, I'll update the RFC on the website in a day or so.
