Jim,
I agree that Trac is part of the GeoMOOSE site. I have made the following revisions/additions:
Proposals need to be available for review as an RFC posted on the GeoMOOSE site for at least two business days before a final decision can be made.
All discussions regarding the RFC should occur on the GeoMOOSE mailing list.

IIRC, MapServer allows RFCs to be developed and commented on in Trac and only copies them into SVN once (voted) approved. I don't think this violates Dean's suggestion because Trac is still on the GeoMOOSE site, but it does lessen the burden for non-committers to propose an RFC. (As long as we consider the OSGeo stuff part of the GeoMoose site.)
