>IIRC, MapServer allows RFCs to be developed and commented on in Trac and only copies them into SVN once (voted) approved. I don't think this violates Dean's suggestion because Trac is still on the GeoMOOSE site, but it does lessen the burden for non-committers to propose an RFC. (As long as we consider the OSGeo stuff part of the GeoMoose site.)
