That is your error message.
Either it is a WMS request and it wants to download the error message or, less likely, if none of your local layers are working, it could be mapserv.exe is not recognized as a cgi by the web server.
The first case is caused by the WMS spec sending responses as a wms unique content type instead of as text/xml so the browser isn't aware it in fact could render it.
