In very brief form, we do have some of this on several pages,

If you make suggestions for expansion, moving, consolidation or a
draft RFC for contributor guidelines, I can help on the sphinx side of
things.

I recall some lack of interest in keeping track of signed papers.  If
people don't like that route, we can also look at the GDAL example,
which is RFC3, http://trac.osgeo.org/gdal/wiki/rfc3_commiters and GDAL
does the paperwork/archiving on the mailing list (new contributors
must acknowledge on the email list that they will follow RFC3).
