[Geomoose-users] Annotation Layer

MapServer layer TYPE ANNOTATION was deprecated in MapServer 6.2 in favor of
LABEL STYLES.  However, the MapServer layer type has always only been
loosely associated with the actual data type.  (For example you can render
a polygon layer as points and MapServer will just draw the vertices.)

So, I expect you would do something along the lines of setting TYPE POINT
and then define a LABEL in your CLASS but no SYMBOL.
