[Geomoose-users] IE9/IE10 Support

There is some practical concerns for supporting IE10 but I believe we
are going to find ourselves needing to do a lot of hacks to support
IE's older than that.  OL3 only has limited support on IE10 and older
versions.  Presumably, that's our next mapping library target.
