   Your SRS looks special.  Here are some map file settings I use to 
debug SRS problems:

  CONFIG "PROJ_LIB" "\ms4w\proj\nad"
  CONFIG "CPL_DEBUG" "ON"
  CONFIG "PROJ_DEBUG" "ON"
