[GeoMoose-users] GeoMoose 3.13 Mapserver 8.0

I think all the necessary mapfile migrations should be in the gm3-demo-data already.  Despite the URL (/cgi-bin/mapserv7), the demo.geomoose.org site is running MapServer 8 (from Ubuntu 24.04).

Biggest change I've seen is needing to setup mapserver.conf to set MS_MAP_PATTERN allow the mapfile paths.  (Maintaining the "MAPS" section of mapserver.conf might also work for your setup and seems to be the path the MapServer team currently prefers.)
