[GeoNode-devel] Django fulcrum app

The value-add is that there are quite a few organizations out there that
have active data collection going on using Fulcrum. This module makes it so
that one can get regular automated updates from Fulcrum into their GeoNode
instance, instead of having to do that via a manual download and upload.
