[GeoNode-users] Restrict the add_layer auth to some user

That can work for the link, but not if the user types the /layers/upload in
the url bar. Maybe you should add a check also on the upload views.
In order to make a PR we would need also the javascript permissions widget
update, all the check in the codebase and some tests. Very welcome :)
