[GeoNode-users] Cannot upload layers - Geoserver error

I can upload documents.

I have a few layers loaded previously, and have not changed any of the
Geofence settings.

2019-11-16 22:35:09,804 WARN [geofence.cache] -
org.geoserver.geofence.cache.CachedRuleReader$NoAuthException: Can't auth
user [admin]

What setting would cause this problem?
