[GeoNode-users] Bulk Permission button in Listview, url: /layers

It does not work well with the new frontend libraries. Moreover, it is not
really well designed at all.
We are considering reworking this by avoiding using a chart or at least
improve it with a summary page.

In the meantime, you can still use the management commands to bulk set the
permissions to the layers.
