[geos-devel] GEOS libraries

I almost had a complete distro when Norman's tarball came in. It makes
one single library (shared through libtool and static) - also I was
writing geos-config and m4 support for configuring GEOS in other
distributions. Should I finish this (after you commit what we have) or
you guys are already beyond me on these things? btw, it's great to see
open source at work....
