Niki,

You may have to pull it directly from CVS if it is not in the
nightly snapshot.  I've also got it available from my own website
until the situation is corrected

   http://users.frii.com/sgillies/projects/geos-swig.tgz

Download, copy into your GEOS directory and extract.
