try
./configure --with-tag=CXX
then hand edit $GEOS / source / Makefile
about line 78
change
LINK = $(LIBTOOL) --tag=CC --mode=link $(CCLD) $(AM_CFLAGS) $(CFLAGS) \
to
LINK = $(LIBTOOL) --tag=CXX --mode=link $(CCLD) $(AM_CFLAGS) $(CFLAGS) \
and see if this helps
