[geos-devel] Default Component Assignment in GEOS Trac

Folks,

I observe that tickets created for trac are not by default being assigned
to anyone with the exception of the Unit Tests which Mateusz has taken
responsibility for.

I would like to change the configuration to assign tickets not otherwise
owned to geos-devel at lists.osgeo.org by default.  That way someone will find
out right away about new tickets while now they can sit there silently ignored
without anyone being notified.

Any objections?

Note: it would be even better for individuals to take responsibilities for
particular components - this is more a stopgap.
