The 3.0 branch of GEOS does not have anything in it about prepared
geometries. http://trac.osgeo.org/geos/log/branches/3.0
Did you mean to say release a 3.1 version of GEOS with non-leaky
prepared geometries?
I don't think we should do minor releases with major features in them.
