[geos-devel] 3.0.3 To Do

I tried the earlier one and that didn't work either. I'm suspecting my
OS/X patch is (a) first stripping the CRs from the dos-generated patch
and then (b) not finding any matches in the dos-formatted target file.
I think someone else with a cygwin sandbox should apply this patch.
