I don't know which version is required.
What I can tell is that I can't remember I've ever had problems with
libtool version when using GEOS on Linux.

Here are tools I use on FreeBSD 7.2 to build GEOS with success:

autoconf 2.62
aclocal 1.9.6
automake 1.9.6
libtool 1.5.26
GCC  4.2.1

As you can see, the libtool here is pretty old.
