 Hi All,

 Safe Software would like to offer another commit back to the GEOS trunk.

 I've modified GEOS code slightly to allow us to plug into Cascade Union in
 a certain way by changing some union methods to be static. I also had to
 add more qualificaiton to  'util::TopologyException' in BinaryOp.h to
 'geos::util::TopologyException' after running into a small issue with
 that.
