GEOS built without issue last time I checked using MinGW.  I use 
mingw-get versus the RubyInstaller, but that's because I'd rather have 1 
mingw installation versus 3 (one for base mingw, one for msysgit one for 
the ruby installer). It does take a bit of time to setup though.

Anyway, I do have it all setup so no problem testing here.  I can then 
push you any changes as needed.
