[geos-devel] Buffer extends beyond flat end caps

Confirmed, this is an issue in GEOS and JTS (all versions).

This is due to some limitations in the current algorithm for generating 
buffer offset curves with flat ends for lines with relatively short 
segments at the end.  Hard to say how easy this will be to fix - 
sometimes these kinds of issues are surprisingly tricky to handle.
